Afterward, the Senate passed the bill (Senate Bill 384 or SB384) with a 27-12 vote. This means that now, the state of Virginia is ready to take on operators for their sports betting market.

The House Bill (HB 896) will impose a 15% tax on the permit holder’s adjusted gross revenue.

From the 15% tax revenue, the state of Virginia will use 2.5% of that to help people with gambling problems, and the remaining 97.5% to fund education, infrastructure and much more.

But to work and operate on the Virginia sports betting market, one would have to obtain a permit, which will be given out by the Virginia lottery, which ended on October 31st 2020.

Although the minimum of 4 and maximum of 12 permits that will be decided by the Virginia lottery – will not include applications from online sportsbooks, who are tied with major sports franchises that have headquarters in or play in a facility located in Virginia.

Online Casinos in Virginia

Virginia online sports betting has taken a big step in the right direction with HB 896 and SB 384, although online casinos are still not allowed to operate in Virginia. This means that all online casinos that are offered to Virginians are not to be trusted.

But there is hope for online casinos to join with the Virginia sports betting market in the future, as neighboring states such as WV, NJ, and Pennsylvania have legalized online sportsbooks and casinos.

Sports Events in Virginia

Virginia is one of the few states without a major franchise in the big 4 leagues (MLB, NBA, NFL, and NHL). Although two of the biggest franchises, The Washington Football Team (NFL) and The Washington Capitals (NHL) have facilities in Northern Virginia.

This means that any sportsbook in collaboration with these two teams – are able to bypass the Virginia lottery and be able to work in the Virginia sports betting market without having to take a slot from other operators, who are in the Virginia lottery.

But it would still require the state of Virginia to grant a permit to the sportsbooks in affiliation with either the Washington Football Team or the Washington Capitals.
